Those brought back some memories...I encountered one of those sweeper disk thingies last year, although the fan was angled another 45 degrees....was kicking up quite a storm!

They're further out.  I doubt you'd see them in Beijing...try going out to Baoding... you might see them outside the 5th ring or so too...
