goal:
- move all parties from one side of river to another

rules:
- mom can never be on river bank with son(s) w/o the dad present
- dad can never be on river bank with daughter(s) w/o the mom present
- daughters and sons can coexist w/o either parent present
- police must always be present if prisoner is in mixed company
- only adults are licensed to operate raft
